Peter Arena, Ph.D. – Founding Principal –
Dr. Peter Arena has nearly 20 years of experience working in the fields of data mining and machine learning—with particular expertise in the application of intelligent algorithms for identity theft and fraud detection. His work experience and academic research spans the subject areas of survey research, statistical sampling, dimensional data modeling, and applied econometrics. He has held leadership positions with major global consultancies and is a published expert in the fields of business intelligence and AI-based algorithm deployment. Dr. Arena has extensive experience as an analytic project manager and subject matter expert to prevent identity theft and fraud for state tax and unemployment insurance agencies at the federal and state level. For the past ten years, He has led the implementation of several enterprise software deployments requiring adherence to federal and state security standards. Dr. Arena taught graduate level statistics and econometrics courses at George Mason University, where he also received his Ph.D. in Public Policy. Dr. Arena also holds degrees from the University of Rochester (MS in Public Policy) and St. John Fisher College (BA in Economics).
Michael Stavrianos, M.P.P. – Founding Principal –
Mr. Stavrianos has more than 20 years of professional experience in the fields of advanced analytics, business rules and requirements, business process improvement, and project management. He has particular expertise in the use of analytic methods and models to provide decision support for government clients. Over the past 15 years, he has supported a broad range of analytic consulting engagements for the Internal Revenue Service (IRS), including 8 years leading process improvement efforts for Business Systems Modernization programs, and 10+ years serving as a subject matter expert on analytical projects for the IRS Office of Research, Analysis, and Statistics (RAS). His recent work has focused on the use of business rules and analytic models to identify tax fraud, and on the creation of enterprise-level communities within the IRS (including the Business Rules Center of Excellence and the Business Analysis Community of Practice). Mr. Stavrianos has been credentialed as a Project Management Professional (PMP) by the Project Management Institute. He holds a Masters of Public Policy degree from Georgetown University and a B.A. in Statistics and Spanish from Washington University in St. Louis.
John Van Weeren – Principal –
Mr. Van Weeren has over 25 years of experience in the information technology field spanning various disciplines including: quality assurance, software development, large systems installation and deployment, services, and support. He has held leadership positions, and is an expert in the fields of business intelligence (BI) and analytic application development. In the five years prior to joining ASR, Mr. Van Weeren was responsible for the BI solution development for an industry leading Higher Education ERP system provider, involving requirements definition, product roadmap, solution design and systems integration. Since joining ASR, he has been responsible for BI solution architecture and implementations using various technologies across a range of project types and sizes. Since 2013, John has focused on growing the higher education practice by expanding service offerings to include BI Strategy and Readiness Assessments, formalizing the Student Success Analytics data warehouse accelerator solution, and increasing BI tool training offerings while continuing active engagement with client projects. He holds a B.S in Computer Science with Information Systems concentration from Calvin College.
Meghan Noonan – Principal –
Ms. Noonan has nearly fifteen years of experience in business intelligence, data warehousing, and data mining. She has managed a broad range of projects for clients in both the federal and higher education space. Ms. Noonan has been a project manager for over 45 data mining engagements, utilizing text mining, time-series forecasting, survival analysis, rare event prediction, and propensity scoring.
Ms. Noonan has extensiv experience with Enterprise Business Intelligence (EBI) solutions and OLAP environments, with particular expertise in SAS. She has lead efforts of large scale EBI hardware sizing, performance testing, software platform migrations, disaster recovery, and CONOPS planning. She also has academic and applied knowledge in the areas of survey research, statistical sampling methods, and predictive analytics. Ms. Noonan holds a Bachelor's degree in Decision Sciences and Marketing from Miami University.
Jeremy Howard – Principal –
Mr. Howard has 20 years of experience developing and delivering customized data management, analysis, modeling and reporting solutions. He has managed a broad range of analytic consulting engagements involving large-scale data integration, predictive analytics, machine learning, and data visualization. Mr. Howard is an expert technologist with experience leveraging a variety of software tools and platforms including Python, R, SAS, Teradata, Oracle, and Microsoft to generate results for his clients.
Mr. Howard currently leads ASR’s State & Local practice, developing solutions and managing delivery teams for customers across the country. His recent work includes an engagement with the Maryland Office of the Comptroller deploying geospatial analytics and machine learning algorithms designed to combat tax fraud and enhance tax compliance. His project delivery responsibilities include requirements elicitation and analysis, data transformation and management, data mining and predictive model development, application design and development, testing and deployment, documentation, user training, and project management. Previously, he served as Data Analyst for Chevy Chase Bank, supporting Business Process Improvement and Enterprise Business Intelligence initiatives through statistical programming, ETL process management, report development, data maintenance and end-user assistance. He holds a bachelor of arts in economics from the University of North Carolina at Chapel Hill.
Aaron Welsh – Principal –
Mr. Welsh has more than 15 years of professional experience with data analysis, machine learning, data mining, visualization, and process modeling. His recent work has focused on providing organizations with tools for data-driven decision making, including fraud identification, ranking and prioritization, network analysis, text mining, and performance reporting. Since 2015, he has supported work with the IRS serving as program manager for many projects across multiple IRS business operating divisions. In these and other recent efforts, Mr. Welsh’s project work has focused on case selection modeling, process business flow modeling and improvement, simulations, forecasting, optimization tools, data pipeline development, and measures reporting. The data and reports he has produced are used as input to several downstream business processes, including budget formulation and management, and to support financial statements of investment performance, and cost-benefit analyses. In addition to substantial projects at IRS, Mr. Welsh has supported several federal and state client initiatives focused on business process modeling and performance improvements. He holds a B.S. in Chemical Engineering from Carnegie Mellon.
Brian Bird – Principal –
Mr. Bird has 15 years of experience in econometric research, applied statistics, business intelligence applications, text analytics, and other forms of applied machine learning. He has experience in using a wide array of technology tools to design, develop, and deploy data driven decision support tools for federal, state, and commercial clients.
For the past seven years, Mr. Bird has been working with state and federal tax agencies building and deploying advanced analytics capabilities in support of various compliance domains. Most recently, he has led teams of data scientists using a suite of modern computing resources to develop and deploy advanced machine learning applications in the fight against identity theft, fraud detection, and other tax administration issues. Mr. Bird holds a Master of Arts degree in Applied Economic Analysis and a B.A. in Economics from Kent State University.
Martin Bidwell – Principal –
Mr. Bidwell has spent his entire career with ASR Analytics and has over 10 years of experience developing and delivering advanced analytic techniques in the field of fraud, waste, abuse, and non-compliance detection. In addition, Mr. Bidwell specializes in the optimization of client practices while assessing the strengths and weaknesses of their past procedures. He has managed and deployed solutions for numerous states including: Maryland, Missouri, Nebraska, Arizona, Florida, and Virginia. Mr. Bidwell is an expert process engineer with experience leveraging a variety of software tools and platforms including SAS, Teradata, Oracle, Python and Microsoft to generate results for his clients. Mr. Bidwell currently helps lead ASR’s State & Local practice, developing solutions and managing delivery teams for customers across the country.
During his time within the State and Local practice, Mr. Bidwell has helped stop more than $500 million worth of fraudulent payments from being issued. His primary goal has been to help organizations with data-driven decision making, including fraud identification, audit selection, collections optimization, data forecasting, and metrics development. Mr. Bidwell was a four-year letter winner on the Men’s Basketball team and holds a Bachelor of Arts in Business Economics from the College of Wooster. He currently resides in Cincinnati, Ohio.
Sohrab Rezvan – Principal –
Mr. Sohrab Rezvan has more than fifteen years of data analytics, software engineering, and project management experience within the private and public sectors. Since joining ASR in 2010, he has served as project manager for some of ASR’s largest engagements with state and federal clients. Mr. Rezvan currently supports ASR’s State & Local practice and the firm’s ongoing updates of its enterprise RevHub solution. Mr. Rezvan’s areas of focus include the identification of fraud and noncompliance with tax filings using advanced data analytics techniques, process automation, and requirements elicitation and analysis. Prior to joining ASR, Mr. Rezvan led teams within the Federal Emergency Management Agency (FEMA) and the American Red Cross, utilizing information technology methodologies and tools to improve business processes. Mr. Rezvan holds a B.S. in Computer Science, Graduate Certificate in Web-based Software Engineering, and M.S. in Information Systems from George Mason University. Mr. Rezvan is also a certified Project Management Professional (PMP) through the Project Management Institute (PMI).
Kevin Meldorf – Principal –
Mr. Meldorf has over 20 years of experience in information technology, performing key technical and leadership roles in product management, software development, professional services, and support. Before joining ASR Analytics in 2013, Mr. Meldorf was a senior member of the product management team at Ellucian responsible for developing and implementing the business intelligence (BI) strategy for Colleague, Banner, Power Campus, and Advance; and managing key technology partnerships with SAP (BusinessObjects), IBM (Cognos), Microsoft, and Oracle. At ASR, Mr. Meldorf manages a portfolio of higher education clients, helping them to better analyze and use data to guide operational and strategic decisions in enrollment management, admissions, financial aid, human resources, and advancement. Mr. Meldorf applies his experience to advise institutions on business intelligence strategy and building organizational structures to support and manage the analytical solutions created by ASR teams. He holds a B.A. in Philosophy from DePaul University.
Lauren Szczerbinski – Principal –
Ms. Szczerbinski has more than a decade of professional experience in the areas of data analysis, strategy consulting, research, and application development. She has managed a variety of analytic initiatives for the IRS Office of Research, Applied Analytics, and Statistics (RAAS) developing data-driven insights to support compliance program performance. She’s led multidisciplinary teams to design, develop, and deploy custom analytic applications to optimize resource allocation, facilitate suspicious pattern detection, and improve decision-making. Most recently, her work has focused on the intersection of analytics and behavioral science to enhance customer experience interacting with government organizations and produce better business outcomes. Ms. Szczerbinski is credentialed as a Certified ScrumMaster® through the Scrum Alliance. She holds a Master’s degree and Bachelor’s degree in Economics from Boston University.
