Regulatory Compliance and Performance Analyst

ASR has an immediate need for a regulatory compliance and performance management support staff, including risk, controls, business and/or systems analysts, for full time assignments supporting Federal Government clients. Candidates are needed with 2-4 years of experience, preferably to include relevant experience supporting compliance with contractual, legislative or other legal authorities or GPRA-MA, Evidence Act, DATA Act or OMB Circular A-123 or A-133 (Yellow Book) programs.  Primary responsibilities include:

  • Support compliance programs for Federal Government clients: program management plans, compliance program schedules, risk management plans, status reports, and briefing materials
  • Facilitate on-site stakeholder meetings, including the documentation of meeting minutes, key decisions, and action items
  • Develop business process models and related narratives that illustrate the current state of business operations
  • Develop and execute a compliance and performance assessment plans, including the identification of compliance requirements, performance metrics, alignment of performance with program requirements, compliance validation steps, and supporting working papers

Required Experience / Education:

  • Experience supporting or leading compliance or performance assessments, including preparing and completing work plans and supporting working papers
  • Excellent verbal and written communication skills
  • Strong client and team interaction skills
  • Critical thinker with excellent attention to detail
  • Proficiency with Microsoft Office products (Word, Excel, PowerPoint, Visio, SharePoint)
  • Willing to travel up to 80% of the year while performing site visits
  • Ability to obtain a Minimum Background Investigation (MBI) Clearance from a Federal Government agency

Desired Capabilities:

SENIOR DATA SCIENTISTS

ASR has an immediate need for Senior Data Scientists in the Washington, DC area. The ideal candidate will be a self-starter with superior communication skills (verbal and written). A solid understanding of data science, advanced statistics, machine learning, data mining and visualization techniques are a must. In addition to the following qualifications the desire and ability to learn quickly is vital.

Position Requirements:

  • Bachelor’s Degree in a quantitative discipline and 4+ years of analytics experience; or Master’s Degree in a quantitative discipline and 2+ years of analytics experience
  • 5+ years hands on experience in applied machine learning with either Python or R
  • 5+ years hands on experience modeling and processing textual data with Natural Language Processing techniques, such as embeddings, topic modeling, language transformation methods, and entity extraction
  • 5+ years using data mining methods, such as clustering and anomaly detection, to understand data patterns and select appropriate predictive techniques
  • Proficient understanding and usage of relational SQL (e.g. Oracle, SQL Server, PostgreSQL) databases and data structures
  • Experience using NoSQL (e.g. Mongo, Neo4j) databases and data structures
  • Experience in designing and building models using techniques such as linear and logistic regression, Bayesian networks, support vector machines, ensemble models, neural networks, and clustering techniques

The ideal candidates will be self-starters with superior communication skills (verbal and written). An understanding of data science and analytics is valuable, and the desire and ability to learn quickly is vital.  In addition, successful candidates will possess the following qualifications:

  • Junior Consultants
    • Degree in Economics, Statistics, Mathematics, Computer Science or a similar quantitative field
    • Exceptional verbal and written communication skills
    • Experience with at least one statistical programming packages – SQL, SAS, R, Python
    • Ability to clear a federal minimum background investigation (must be a U.S. citizen or permanent resident)
    • Ability/Willingness to travel up to 25%
       
  • Senior Consultants 
    • Degree in Economics, Statistics, Mathematics, Computer Science or a similar quantitative fiel
    • Exceptional verbal and written communication skill
    • Experience with one or more programming packages – SQL, SAS, R, Python, Neo4j, Spark/Scala, etc.
    • Experience working with a variety of data types (e.g., structured, unstructured, graph)

ENTERPRISE RISK MANAGEMENT (ERM) CONSULTANTS/ANALYSTS

We are seeking experienced data- and decision-centric Enterprise Risk Management (ERM), Financial Management, Risk Analytics, and Information Technology Internal Controls, and Improper Payments consultants/analysts for full time assignments supporting clients in the Washington, DC metro area. Duties will include the strategizing, designing, implementing, and supporting complex program and administrative and operational environments within federal government agencies.

Successful candidates will possess the following qualifications:

Required Experience:

  • Consultants/Analysts must have 3+ years of continuous professional experience, preferably with at least 2+ years concentrated in federal financial or operational management processes and systems (e.g., Oracle Federal Financials, CGI Momentum)
  • “Big 4” experience is required, preferably as an in-charge senior or manager
  • Experience must include strategy, design, implementation, and support of an ERM, risk analytics, or internal controls programs based on GAO “Green Book,” FMFIA, OMB Circular A-123, GRPRMA, IPIA (as amended), FFMIA, and FISMA
  • Hands-on experience with data analytics, statistics, modeling, simulation, business intelligence or data visualization tools
  • Experiences preferably included risk identification, evaluation and analysis of improper payments, waste, fraud or misuse of assets
  • CPA, CISA, CGFM, RIMS-CRMP or relevant comparable certification
  • Ability to clear a federal minimum background investigation (must be a U.S. citizen or permanent resident)
