Chief Human Resources Officer

ASR has an immediate need for a Chief Human Resources Officer in the Washington, DC area. The ideal candidate will be responsible for leading and managing an HR team that furthers the mission and values of ASR by overseeing activities that provide employee development, high-performance, trust, and satisfaction within the company. In addition, this person advises the Principals in strategic initiatives by researching, recommending, and driving key culture, organizational, and employee program changes to support ongoing company growth.

RESPONSIBILITIES

Human Resources Planning

  • Work collaboratively with all hiring managers to understand staffing requirements and ensure the workforce meets current and future needs
  • Develop employee retention and satisfaction initiatives
  • Establishing HR metrics to support the management and monitoring of key functions including recruiting, onboarding, compliance, development, and training.
  • Oversee and support the recruiting function and direct the Technical Recruiter to ensure a consistent and effective process that achieves company staffing goals

Compensation management

  • Ensure appropriate, compliant, and fair compensation practices
  • Manage the process of gathering, researching, and analyzing market salary data and make recommendations to align the compensation structure for equity and competitiveness
  • Administer the annual performance bonus program
  • Identify and recommend rewards programs that align with company goals

Legal and Regulatory Compliance

  • Analyze and interpret applicable state and federal regulation, ensure compliance, recommend management actions, and update policy and procedure documents as needed

  • Address HR legal issues within the company and work with outside counsel as needed

Technical Recruiter

ASR has an immediate need for a Technical Recruiter in the Washington, DC area. The ideal candidate supports ongoing recruiting efforts that are instrumental to the firm’s growth. Responsible for developing recruiting strategies, coordinating with hiring managers, and executing recruiting plans to meet the recruiting needs across the firm. Coordinates with the Personnel and Benefits Administrator to ensure smooth onboarding of new staff.

RESPONSIBILITIES

Recruiting Strategy

  • Implement recruiting strategies that will keep candidates in the pipeline for upcoming contracts, including sourcing candidates utilizing social media as well as traditional job board recruiting methods or in-person recruiting events
  • Work with managers to maintain an appropriate candidate pipeline
  • Help develop the firm's capabilities and recruiting efficiencies through use of best practices and applicant tracking systems (ATS)
  • Comply with government and human resources laws, policies, and procedures including OFCCP compliance
  • Maintain standardized, consistent interview questions and methodology to ensure quality hires

Recruiting Execution

  • Interface with hiring managers to create job descriptions and postings; assist with defining and validating key position requirements (e.g., defining education, experience, technical knowledge, and competencies)
  • Source, recruit, and pre-screen candidates for a variety of positions
  • Assess candidates to determine whether their capabilities match job requirements and company culture
  • Schedule and set up telephone, web, or in-person interviews

MarkLogic Developer

 

The ideal candidate specializes in application development utilizing the MarkLogic framework. Must be able to define and implement data governance, best practices, security, and design principles.

SUMMARY:

· Design and develop code, scripts and data pipelines that leverage structured and unstructured data integrated from multiple sources.

· Develop and maintain content ingestion, validation and transformation, and populating data into the various data repositories

· Develop XQuery modules and Rest APIs to support complex searches against the database

REQUIREMENTS:

  • Bachelor’s degree in Computer Science or related field
  • Experience with MarkLogic data modeling strategies
  • Knowledge of MarkLogic best practices, data governance, and design
  • Data Hub Framework
  • Understanding of database architecture and performance implications
  • Use of MarkLogic Java and REST APIs

Web Developer

The ideal candidate specializes in HTML5, CSS, PHP and JavaScript with expertise in one or more web frameworks - ASP.NET MVC, node.js, Django, or Ruby on Rails.Candidate must be well-grounded in basic UI/UX design principles with a deep understanding of front end web development and optimization.

  • Gather and refine requirements based upon technical and functional needs and participates in the planning and execution of those projects.
  • Coordinates with diverse departments on developing web-page layout, content, and user interface to ensure site consistency and functionality. Involves interfaces allowing complex user interaction with advanced dynamic content.
  • May participate in developing maintenance programming for web pages and web application, including web usability testing.
  •  Coordinates with departments in maintaining and updating their web-page material including debugging, and regularly updating site security to keep pace with the evolving environment.
  •  Researches and understands new web technologies including software and hardware developments, and recommends purchases and changes in design, security, software, and hardware based on those technology developments.
  • Deploys established security policies and procedures to ensure the websites are available to the desired audience.
  • May participate in developing security and backup policy and procedure.
  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.

Required Experience/Education

  • BSCS/MSCS or related IT/Software Engineering 4-year degree
  • 3 – 5 years of hands-on OOAD/OOP experience creating client/server applications
  • MUST HAVE Sample of portfolios and or GitHub coding to showcase knowledge and design skills
  • Experience in writing clean, hand-coded X/HTML, PHP, Javascript, JQuery, CSS in consumer-facing web applications
  • Excellent mastery of web standards, cross-browser compatibility, and building in accessibility from the ground up

Regulatory Compliance and Performance Analyst

ASR has an immediate need for a regulatory compliance and performance management support staff, including risk, controls, business and/or systems analysts, for full time assignments supporting Federal Government clients. Candidates are needed with 2-4 years of experience, preferably to include relevant experience supporting compliance with contractual, legislative or other legal authorities or GPRA-MA, Evidence Act, DATA Act or OMB Circular A-123 or A-133 (Yellow Book) programs.  Primary responsibilities include:

  • Support compliance programs for Federal Government clients: program management plans, compliance program schedules, risk management plans, status reports, and briefing materials
  • Facilitate on-site stakeholder meetings, including the documentation of meeting minutes, key decisions, and action items
  • Develop business process models and related narratives that illustrate the current state of business operations
  • Develop and execute a compliance and performance assessment plans, including the identification of compliance requirements, performance metrics, alignment of performance with program requirements, compliance validation steps, and supporting working papers

Required Experience / Education:

  • Experience supporting or leading compliance or performance assessments, including preparing and completing work plans and supporting working papers
  • Excellent verbal and written communication skills
  • Strong client and team interaction skills

Enterprise Risk Management (ERM) Consultants/Analysts

We are seeking experienced data- and decision-centric Enterprise Risk Management (ERM), Financial Management, Risk Analytics, and Information Technology Internal Controls, and Improper Payments consultants/analysts for full time assignments supporting clients in the Washington, DC metro area. Duties will include the strategizing, designing, implementing, and supporting complex program and administrative and operational environments within federal government agencies.

Successful candidates will possess the following qualifications:

Required Experience:

  • Consultants/Analysts must have 3+ years of continuous professional experience, preferably with at least 2+ years concentrated in federal financial or operational management processes and systems (e.g., Oracle Federal Financials, CGI Momentum)
  • “Big 4” experience is required, preferably as an in-charge senior or manager
